The City of Forks is seeking proposals from qualified and experienced engineering firms with a demonstrable history of stream crossing and culvert design work in western Clallam and Jefferson Counties. The selected firm will design and assist in the development of culvert designs, bid documents, and construction management services for the replacement of three culverts associated with the historic drainage diversion ditch that traverses through King Ranch. The culverts must be designed to meet regulatory requirements for fish passage and rely on best available science and industry standards, with one site specifically accommodating logging equipment and truck haul. The firm will work with the City and Pacific Forest Management to prepare permit applications, including for Hydraulic Project Approval, and provide construction management services through project completion. Deliverables include permit support materials, bid materials with final designs, and construction management services. Proposals must be no more than ten pages (excluding cover pages) and include: a cover letter, firm qualifications demonstrating at least five years of relevant experience, resumes of key personnel, a detailed approach and methodology, an estimated project timeline, examples of at least three similar projects in the last five years, and at least three references for similar projects. Proposals must be submitted in hard copy by the deadline and will be evaluated based on qualifications, expertise, understanding and approach, timeline, relevant experience, and references. The City reserves the right to reject any or all proposals and encourage submissions from women- and minority-owned firms. All costs related to the proposal are the responsibility of the consulting firm.
