The LIMS system should, at a minimum, support: • Sample login, tracking, chain-of-custody, sample label printing • Providing on-demand summaries of analyses due within a specified period. Due date should be the least of assigned TAT, hold time or rush TAT. • Test assignment and workflow management • Manual and automated data entry • QA/QC sample management and review • Result validation, approval, and release • Audit trails and electronic signatures • Standard and customizable reporting • Data export for regulatory reporting • Automated data exports to the City’s Hach WIMS • Field sample collection documentation, including field data (e.g. chlorine residuals). • Transfer of field data to LIMS to facilitate login of samples (e.g. bacteriological samples collected by field staff). Vendors shall clearly describe how their system meets these requirements: • Program Management • Sample Scheduling • Client access to laboratory data (other than Hach WIMS) • QA/QC evaluation and tracking (TNI requirements) Provide a cost for: 1. Installation, training, configuration, reporting, label printing as described in the scope of work and scope of services. 2. Two robust sample label printers using carbon transfer technology (Zebra preferred). Thermal printing is not acceptable. Provide a minimum of a three months supply of sample labels (10,000 labels). Labels must be water proof and easy to remove from containers. 3. Two barcode scanners, interfaced with LIMS, to allow container or instrument scanning. 4. Licensing for six named laboratory users (concurrent) 5. Licensing for 10 named read only users (concurrent) 6. Configuring data upload to LIMS for up to four instruments 7. Providing a mobile option for field sample data collection for up to 10 named users 8. Configuring approved LIMS data transfer to existing Hach WIMS A fee proposal should be submitted and include two line-items: 1. Cost of system installation, configuration, creation of bench sheets, sample labels, CoCs, reporting, instrument interfaces, WIMS data upload, cloud data storage, training and one year of licensing (see scope of services). The first licensing year will begin after completion of the items aforementioned in this paragraph. The selected vendor must begin work on the the delivery and customization of the LIMS within two months of the contract award and complete all tasks included in the proposal no later than six months after the award of the contract. 2. Proposed cost of annual licensing & support fee shall be guaranteed for the first two renewal years after the expiration of the first year of licensing. Line item 1 should include material, supplies, labor and any associated travel expense rates. This proposal should be in a separate sealed envelope marked “Fee Proposal” and your firm’s name. Failure to do so may result in your firm’s disqualification. PROCESS FOR SUBMITTING PROPOSALS A. Content of Proposal. The proposal must be submitted using the format as indicated in the proposal format guidelines. B. Number of Proposals. Submit 8 copies of your proposal to allow for thorough evaluation and comparative analysis. Proposal should be 8 ½ x 11 inches, printed two-sided on recycled and recyclable paper with removable bindings. C. Submission of Proposals. The proposal shall be signed by an authorized individual of the professional firm. Complete written proposals must be submitted in sealed envelopes, with a separate envelope for the Fee Proposal no later than 3:00 pm PST on March 13, 2026. The outside of the proposal package shall be prominently marked with the following identification: “RFP # 20260313 – LIMS Software & Annual Licensing and Support Contract” together with the name and address of the submitter.
