Vail Daily archive While water districts across the West are encouraging people to use less water this summer, in Minturn that request is particularly important as the town continues to deal with ongoing supply issues. Minturn has had a moratorium on new water taps in place since 2020 as it contemplates how to prepare for a worst-case scenario of the town being unable to meet its average daily water demands. That could occur in a situation where only one of the town’s wells is operational while Cross Creek is simultaneously experiencing high turbidity. In April, the Minturn Town Council awarded a $12.5 million construction contract to JHL Constructors, LLC, to construct a new water treatment plant for the town, which will resolve the technical issues that have created the moratorium. But this summer, the town could be dealing with those technical issues along with potential supply issues, as well. The Town Council on Wednesday is likely to extend emergency water restrictions first enacted in mid-April, as concerns grow over a potentially severe summer drought and its impact on the community’s water supply. In a memo to the mayor and Town Council, town staff outlined a request to continue the restrictions originally put in place April 16 by Town Manager Rob Gutierrez. The measures were enacted under municipal code provisions that allow temporary limits on water use when supply is at risk. The proposed extension follows an April 15 council discussion, during which officials reviewed regional drought projections and examined actions taken by the neighboring Eagle River Water and Sanitation District. Council members directed staff to align Minturn’s response with restrictions adopted by the district. Town officials are urging residents to begin reducing water use immediately and maintain conservation efforts through at least October 31. While the current measures are largely advisory, leaders indicated they could become mandatory if drought conditions worsen. “We’re asking the community to take early, voluntary steps so we can avoid more drastic measures later,” the memo states. Property owners are also encouraged to inspect irrigation systems — particularly those that run overnight — to ensure they are functioning efficiently. Residents are reminded to water only on designated days and during permitted hours, based on address numbering, as outlined in local regulations. Officials noted that average winter water usage in Minturn ranges from 2,000 to 4,000 gallons per month and encouraged residents to use that benchmark to guide conservation efforts. If drought conditions intensify, the town warned it may be forced to impose a complete ban on outdoor water use. The town emphasized that the restrictions are intended to protect public health and ensure a stable water supply. Under local law, emergency measures can remain in effect until the town council determines conditions have improved. Site electrical installation and coordination with Xcel for a new power drop to a pad mount transformer. Erection and installation of a diesel generator and concrete pad. 12. Disposal of all demolished materials and components. 13. Conversion of the existing clearwell and pump station building to new CIP waste holding tank including chemical feed and sampling instrumentation. Completion- 560 days
