Reference Number 0000414020 The Lake Orion Downtown Development Authority ("DDA") is soliciting proposals from qualified, licensed Electrical Contractors to provide: 1. Design-Assist / Preconstruction Services (Lump Sum); and 2. Phase 1 Core Electrical Infrastructure Construction under a Negotiated Guaranteed Maximum Price (GMP). The purpose of this RFP is to secure a Design-Build Electrical Contractor to assist the DDA in finalizing the campus-level electrical layout and to install Phase 1 electrical infrastructure for the Lumber Yard at Paint Creek redevelopment project. This project is a phased, preservation-based adaptive reuse of a historic lumber yard property into a distributed indoor-outdoor public market, event venue, trailhead, and mixed-use destination. Purchase Type One Time Only- Delivery Date:04/01/2026 Question Acceptance Deadline 03/06/2026 04:00 PM EST Questions are submitted online No Event Note The purpose of the Site Visit is to provide proposers with a detailed understanding of: o Existing site conditions; o Current electrical infrastructure status; o Known DTE facilities; o Phased development areas; o Site circulation and trenching constraints; o Historic building conditions; and o Coordination considerations affecting service routing and distribution. The DDA will review project phasing, electrical intent, and anticipated scope of Phase 1 Core Infrastructure in detail. Proposers will have the opportunity to ask questions and request clarification regarding constructability and assumptions. Information provided during the Site Visit that materially clarifies or modifies the RFP will be memorialized by written addendum, but no word-for-word narrative will be available outside of the memorandum level summary. While attendance is not mandatory, the DDA strongly encourages participation due to the unique historic and distributed campus nature of the project. Proposers submitting a response without attending the Site Visit shall be deemed to have: o Independently examined the site; o Reviewed all available documentation; o Considered visible site conditions; o Accounted for foreseeable field conditions; and o Waived claims arising from lack of site familiarity. Submitted proposals will be evaluated in the context of all information made available during the Site Visit and subsequent addenda. The DDA reserves the right to consider proposer familiarity with the site and project conditions as part of its evaluation of responsiveness and completeness of proposal.
