The project involves the renovation and expansion of an existing 1-story building with a partial basement constructed in 1970. Improvements include demolition and reconstruction of the center section using custom steel trusses and CLT structure, seismic upgrades, accessibility improvements, and renovation to interior public and staff areas. The scope includes replacement of HVAC and fire alarm systems, modifications to plumbing, fire sprinkler, and electrical systems, structural upgrades such as concrete shear walls and wall to roof anchoring, site improvements for accessibility, and low-voltage and security enhancements coordinated with owner’s vendors. The project must achieve at least LEED Silver certification. The building will be closed during construction. A mandatory 15% apprentice labor hours is required. All work must be completed within 200 working days. Bidders must attend a mandatory pre-bid site inspection/meeting. Bids must be submitted in a sealed envelope plainly marked for the project and accompanied by a bid deposit equal to five percent (5%) of the bid amount. Bidders must use the specified form furnished by the City, and bids must be properly executed. Award will be based on the total bid. Bidders are subject to Davis Bacon Wage Rates or State Prevailing Wage Rates, EEO, and Washington State Contracting Laws.
