The City of Richmond, Virginia (the "City"), on behalf of the Department of Public Utilities ("DPU"), seeks bids from qualified firms for general construction services related to the replacement of wholeseale water revenue meter systems (the "Project"). The Project will entail replacing certain distributed process controller ("DPC") systems with Programmable Logic Controllers ("PLC") in new or existing control cabinets (the "Work"). The Work will also include replacement of the associated Supervisory Control and Data Acquisition ("SCADA") and controls system hardware and providing programming/configuration modifications to support the replacement of the wholesale water revenue meter SCADA systems. The existing Bristol Babcock distributed process controller ("DPC") units, associated with the City's water revenue meters, are no longer supported by the manufacturer. This Project replaces the existing DPC units with new PLC units, upgrading the SCADA monitoring and control systems for the City's wholesale revenue meters.
