Site work for a water / sewer project in Richmond, Virginia. Completed plans call for site work for a water / sewer project.
The City of Richmond, Virginia (the "City"), on behalf of the Department of Public Utilities ("DPU"), seeks bids from qualified firms for general construction services related to the replacement of wholeseale water revenue meter systems (the "Project"). The Project will entail replacing certain distributed process controller ("DPC") systems with Programmable Logic Controllers ("PLC") in new or existing control cabinets (the "Work"). The Work will also include replacement of the associated Supervisory Control and Data Acquisition ("SCADA") and controls system hardware and providing programming/configuration modifications to support the replacement of the wholesale water revenue meter SCADA systems. The existing Bristol Babcock distributed process controller ("DPC") units, associated with the City's water revenue meters, are no longer supported by the manufacturer. This Project replaces the existing DPC units with new PLC units, upgrading the SCADA monitoring and control systems for the City's wholesale revenue meters. Request for Interpretations Due:March 6, 2026, 5:00pm submit a written request for an interpretation through OpenGov. The Project is located across the following nine sites in the Richmond water distribution system: Laburnum Meter: 208 E. Laburnum Avenue Carlisle Meter: 2205 Carlisle Avenue Shurm Meter: 4910 Shurm Street Three Chopt Meter: 7001 Three Chopt Road Azalea Meter: 898 Azalea Avenue Hopkins Rd Meter: 4447 Hopkins Road Jahnke Rd Meter: 7150 Old Janke Road/5330 Jahnke Road Trafford Main Pumping Station: 2700 Police Memorial Way Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. Douglasdale Water Treatment Plant: 3920 Douglasdale Road
