Bids shall be on a Unit Price basis. Each bidder must accompany the bid with bid security as defined in Iowa Code Section 26.8. The successful bidder must enter into a contract for the work and provide a corporate surety bond for the faithful performance of the contract in an amount equal to one hundred percent (100%) of the contract. The bid security must be five percent (5%) of the bid in an acceptable form. The bid shall contain no condition except as provided in the specifications. All contractors and subcontractors must be responsible for pre-employment drug screening of prospective employees and have a drug and alcohol testing policy in place that meets Iowa Code requirements, with an acknowledgement attesting to this practice submitted with the bid. Preference will be given to products and provisions grown and coal produced within Iowa, and to Iowa domestic labor as required by law. Resident bidders will be allowed preference over nonresident bidders if the latter's home state gives preference to its own bidders. The City reserves the right to reject any and all bids, to waive informalities and technicalities, and to defer acceptance for 60 calendar days after bid opening.
