The project generally consists of pavement patching, curb and gutter replacement, and asphalt overlay, as well as storm sewer replacement and extension, water main replacement, traffic signal replacement, sidewalk and driveway reconstruction, sidewalk extension, decorative pavers, and median construction located at Mount Vernon Road SE from 20th Street to 26th Street. Bids shall be on a Unit Price basis. Each bidder must accompany its bid with bid security as defined in Iowa Code Section 26.8, equal to five percent (5%) of the bid amount, in an acceptable form. The successful bidder will also be required to furnish a corporate surety bond for the faithful performance of the contract equal to 100% of the contract amount. All contractors and subcontractors shall be responsible for pre-employment drug screening of prospective employees and must have a drug and alcohol testing policy conforming to Iowa Code, submitting an acknowledgment of this policy with the bid. Preference will be given to products and provisions grown and coal produced within Iowa, and to Iowa domestic labor, as required by law. The City encourages minority business enterprises to submit bids and ensures non-discrimination. The City reserves the right to reject any and all bids, waive informalities and technicalities, and defer acceptance of any proposal for 60 calendar days after bids are received and opened. The bid shall contain no conditions except as provided in the specifications.
