The estimated cost is $480,000 and bids shall be on a unit price basis. The work must be performed according to Iowa Statewide Urban Design and Specifications (SUDAS), latest edition, with City Bid Documents taking precedence in case of discrepancies. State and local sales and use taxes are exempt for this project. Bid security in the amount of five percent of the bid is required, and the successful bidder must provide performance and payment bonds, each at 100 percent of the contract price. Contractors and subcontractors must have a drug and alcohol testing policy as required by Iowa Code and submit an affidavit attesting to this practice with their bid. By statute, preference is given to Iowa-produced products and Iowa domestic labor, and resident bidders are allowed a preference against nonresident bidders if applicable by law. The City Council reserves the right to reject any and all bids, waive informalities and technicalities, and defer acceptance for up to 45 calendar days after the bids have been received and opened.
