The project generally consists of the construction of a segment of levee and the O Avenue crossing up and over the levee, located at O Avenue NW from Ellis Blvd NW to First Street NW. All contractors and subcontractors must have a drug and alcohol testing policy compliant with Iowa Code and provide an acknowledgement of pre-employment drug screening with their bid. Preference is given to products, provisions, and labor grown or produced within Iowa, in accordance with Iowa law. Nonresident bidders may be subject to reciprocal preference laws. Minority business enterprises are to be afforded full opportunity to submit bids and will not be discriminated against based on race, color, or national origin in consideration for an award. The City reserves rights to reject any and all bids, to waive informalities, and to defer acceptance of proposals for up to 60 calendar days after opening. The latest editions of the Iowa Statewide Urban Design and Specifications (SUDAS) and the City of Cedar Rapids General Supplemental Specifications to SUDAS apply. Items in the project are exempt from State of Iowa and Local Option Sales and Use Taxes; contractors are responsible for obtaining the exemption and should not include sales or use taxes in their bids.
