The proposed improvement is officially known as the Northeast Water Main Extension Project (City Project 2025-13). The work consists of performing approximately 6,460 feet of new 6" and 12" water main installation at various locations throughout the City (N Brush College Rd, E Boyd Rd, and Illinois Route 48). The scope of work also includes testing, pavement removal and replacement, mobilization, traffic control, and related work. Instructions to bidders include: 1. An optional prebid meeting will be held by conference call. Information on joining the call is provided. 2. Plans, specifications, and proposal forms can be obtained from Decatur Blue Print, Inc. To receive updates or addenda, you must be on the Plan Holders list for this project through Decatur Blue Print. 3. Payment for documents is required with no refunds for returned materials. 4. Plans and specifications are viewable at specified locations and online. 5. The Engineer's Estimate of Cost will not be released before the bid opening. Bid tabulations will be available online after contract award. 6. All proposals must be accompanied by a bank draft, cashier's check, or certified check payable to Treasurer, Decatur, Illinois, in the amount of ten percent of the bid, or a bid bond in the same amount. 7. Contractors are required to pay the prevailing wage for Macon County for the applicable month. 8. Before work commences, contractors and subcontractors must have a written Substance Abuse Prevention Program that meets specified requirements or a relevant collective bargaining agreement. 9. Minority Participation Goals are in effect: ten percent of the contract should be performed by minority business enterprises or for the purchase of goods, materials, and equipment from minority business enterprises; eighteen percent of total hours worked should be performed by minority workers. Contractors must provide evidence of meeting these goals or documentation of good faith efforts as specified in the Project Manual and submitted with the bid proposal. The City Council reserves the right to accept, renegotiate, or reject any or all proposals and to waive any variance from the requirements. Required items may be submitted after bid opening if there is sufficient compliance to determine the bid price at opening.
