Sealed bids will be received online for the supply and delivery of Aluminum Chloride Hydroxide Sulfate. Each bid must be accompanied by a certified check or a Bid Bond in the amount of 10% of the bid price, subject to conditions in the Instructions to Bidders. The successful bidder must provide satisfactory Performance and Payment Bonds, each for 100% of the Contract Price with an approved corporate surety. No bid may be withdrawn within twenty-four hours prior to the time of the bid opening or within sixty days after the bid opening. The contract may be awarded to the lowest responsible bidder. The Borough of West Chester reserves the right to reject any, or all bids and to waive any bidding informalities. Bidders must submit all questions about the meaning or intent of the Bidding Documents via the "Messages/Vendor Discussions" feature in PennBid no later than three days before the bid receipt date.
