Sealed bids are requested for improvements at Houlton International Airport to "Replace Runway 23 PAPI and REIL." The scope of work may include, but is not necessarily limited to: removal of the existing 2-box PAPI system and REIL system, including all associated foundations and electrical wire and conduit; construction of new navigational aids, including new foundations, new conduit, new wiring, and new PAPI and REIL; relocating the PAPI system to the opposite side of the runway; and constructing a new paved access road for the new PAPI system. Bids must be submitted in a sealed envelope clearly marked with the project title. Bid security in the amount of at least five percent (5%) of the total bid is required, submitted as a certified check or proposal guaranty bond executed by a surety authorized to do business in Maine. The successful bidder must provide a 100 percent Performance Bond and a 100 percent Labor and Materials Payment Bond and begin contract execution within five (5) calendar days following the Notice to Proceed. All Requests for Information must be submitted to the Engineer by the specified deadline. Electronic copies of the project documents may be requested from Stantec Consulting Services Inc. The project is funded primarily by the Federal Aviation Administration and is subject to all applicable FAA and Maine DOT requirements, including federal contract provisions such as Buy American Preference, Title VI of the Civil Rights Act, the Davis-Bacon Act, debarment and suspension certification, lobbying and influencing federal employees certification, and requirements for procurement of recovered materials. The contractor must also comply with prohibitions on the use of covered unmanned aircraft systems as specified, and other federal, state, and local regulations. The Town of Houlton reserves the right to reject any and all proposals or accept any bid deemed in its best interest.
