A single contract is solicited to trap and remove minnows from the City of Mitchell Wastewater Lagoons, located in Sections 1-102-60 and 6-102-59 on the Hanson/Davison County line. The City will disclaim all rights to the trapped minnows, allowing the successful proposer to sell or dispose of them as they see fit. Operations and equipment must not impair the function of the Wastewater Lagoons, including irrigator's intakes and equipment. The proposer shall adhere to all state and federal guidelines for baiting and comply fully with South Dakota Game Fish and Parks Department regulations. Traps may be placed in Cells No. 3, 4, 5, 6, and 7. The City does not guarantee the presence of minnows due to recent improvements and lower water levels in some cells; bidders assume the risk that none remain. Proposals cover three seasons from April 1, 2026 to March 31, 2029, with possible contract extension. The successful contractor must provide a liability insurance policy with a single limit $500,000 liability coverage for any property damage, and execute a waiver of liability indemnifying the City against any injury or damages incurred while working on City property.
