**As of March 27, 2026, the project was awarded to TBD Construction Services, with an awarded amount of $535,380.05** City of Lowell 2026 Street Replacement Project The Kent County Purchasing Division, on behalf of the City of Lowell, is soliciting bids for the City of Lowell 2026 Street Replacement Project. This project includes resurfacing eight streets and installing a removable traffic gate. Work involves pavement removal, grading, new asphalt and concrete, and gate footings, per contract specs and federal requirements. The allowable on-site construction period for this project is 45 consecutive days from the start of the construction activity, with desired final completion date no later than July 15th, 2026. Question Deadline 03/12/2026 at 2:00 PM ET Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via online or during pre-proposal meetings. Kent County reserves the right to determine the response format or not respond, at its sole discretion. Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract. HUD Section 3 regulations seeks to ensure that employment generated by HUD assisted developments shall, to the greatest extent feasible, be directed to low- and very low income persons as defined in Section 3, particularly those who are recipients of government assistance for housing, with priority given to targeted workers living in the service area or neighborhood of the Development and YouthBuild participants. HUD has established labor hour goals for projects involving more than $200,000 in federal assistance: 25% or more of the total labor hours on the project be performed by Section 3 Workers and 5% or more of the total labor hours on the project be performed by Targeted Section 3 Workers.
