Sealed bids marked "Sealed Bid" - Town of Vidalia, will be received by the Owner for the construction project: TOWN OF VIDALIA WATER WELL IMPROVEMENTS - Raising Water Wells and Control House. All bids must be submitted on the proper form, with the contractor's license number displayed on the envelope. Bids received after the specified date and time will not be considered. Attendance at the pre-bid conference is highly encouraged but not mandatory. Contractors must register with the designated website or the Engineer and are responsible for obtaining and printing bidding documents. Contractors must provide evidence of holding a State License of proper classification and in full force and effect. Each bid must be accompanied by security in the amount, form, and subject to the conditions provided in the Instructions to Bidders. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within ten (10) working days after issuance of the Notice of Award. The Owner reserves the right to reject any and all bids for just cause. Question Deadline 03/23/2026 Any interpretation of the bid documents shall be in writing addressed to Bryant Hammett & Associates, L.L.C. at 6885 Hwy. 84 West, Ferriday, LA 71334 or emailed to medwards@bhaengineers.com and to be given consideration must be received at least ten days prior to the date fixed for the opening of bids. No communication after this date The City of Vidalia's drinking water supply, which is three (3) water wells, are all located on the Vidalia Riverfront, on the unprotected side of the Mississippi River Levee. The city has been fighting the Mississippi River flooding and trying to protect the wells from being flooded for years. The city must take extreme measures to prevent the wells from flooding and to keep them powered during these times. The proposed improvements include raising the well casing, the electrical controls and generators above the 100-year floodplain, and consequently reworking the well manifold piping (including adding meters) at each well site. These measures will include elevated platforms for access to the wells once raised, as well as an elevated control house and generator. The three wells are all controlled by a central "Control House". All the electrical feed comes from this house to a disconnect to each well individually, consequently all back up power also comes from this location. All plant control house. These specifications inform all interested parties about the equipment and materials needed and the nature of the work required to successfully complete the raising of the three (3) Vidalia water wells. Although these specifications cover all aspects of the well construction, only from the ground line up is anticipated to be disturbed or re-worked by this project. All wells will be raised to different heights to reach the same elevation of a minimum of 81.2 MSL, which is 2 feet above the 2011 crest of the Mississippi River. Well casing and discharge column pipe will need to be extended to new higher levels. New packer seals will need to be installed to accommodate the raised casing and column pipe. All new piping and discharge heads are required, as well as new check valves and meters. Well bypass piping exists at all three (3) well locations and will be tied into with the new discharge headers. This piping discharges into the river. Although these specs are all inclusive, re-working the below ground part of the well is NOT REQUIRED, unless something is discovered during the raising process that needs addressing. Wells #1 and #3 have 18" casing and 8" column pipe. Well #2 has 24" casing and 8" column pipe. No well sampling, other than chlorination, is required, unless unforeseen circumstances arise and below ground work is necessary. Cost of that type of work will be addressed at that time. Completion- 285 days
