The work proposed in this project includes the rehabilitation of Water Plants No. 1 and 2. The project includes the rehabilitation of the existing Ground Storage Tank, booster pumps, chemical disinfection and feed system, MCC, an operations building, yard piping, onsite paving, associated site work, and controls. Bids must be accompanied by an acceptable Cashier's or Certified Check in the amount of five percent (5%) of the total amount bid, payable without recourse to the City, or a Bid Bond of like amount from an approved surety company, as a guarantee that the bidder will enter into a contract. All contractors/subcontractors must not be debarred, suspended, or otherwise excluded from or ineligible for participation in the System for Award Management (SAM.gov). An Active SAM Registration is required to be submitted with this bid to be considered eligible to work on this project. 1. The Water Plant Rehabilitation at Water Plant No. 1 consists of the removal of the existing facilities, with the exception of the existing well, and the replacement with new facilities. The project includes construction of new facilities including 360,000 gallon bolted galvanized steel ground storage tank; operations building, chemical feed system, and a motor control center with system controls; booster pump pad with three 750 gpm booster pumps, City of Houston surface water metering station, site grading, yard piping, site civil (fences, access drives, grading, etc.), connection to the existing water distribution system, installing SCADA systems at both water plants, and all appurtenances necessary to deliver a complete and operational water plant to the City. 2. The Water Plant Rehabilitation will also consist of alternate bid items at Water Plant No. 2 including removing and replacing existing booster pumps with two new 750 gpm booster pumps, removing and replacing the existing City of Houston water tank inlet with a new tank inlet at the top of the ground storage tank, inspection of the ground storage tank, recoating and repainting of the ground storage tank, and all appurtenances necessary to deliver a complete and operation water plant to the City.
