THIS IS A PRE-ANNOUNCEMENT OF AN UPCOMING RFP FOR THE WATER SYSTEM MASTER PLAN UPDATE. NO SUBMISSION AND NO PROPOSALS WILL BE ACCEPTED DURING THIS PRE-ANNOUNCEMENT PROCESS. The City of Palo Alto Utilities (CPAU) Department is providing notice of a forthcoming Request for Proposal for the Water System Master Plan Update (WSMP, “Project”). Prospective consultant bidders with experience in municipal water master planning are encouraged to meet with CPAU water engineering staff to discuss the Project and CPAU’s needs during this pre-announcement process. Pre-announcement meeting attendance is not mandatory and will not impact a prospective bidder’s opportunity to bid on the RFP. There are no submission requirements for this pre-announcement notice. The scope includes: a comprehensive evaluation of the existing water system; the reliability of SFPUC supply over the planning horizon; the reliability and cost effectiveness of local groundwater production; updates to the WaterCAD hydraulic model; evaluation of water age in the Foothill Water Storage System (FWSS); evaluation of storage capacity across the system; review and recommendations for utility rate studies and development fees; evaluation of water allocations and recommendations for accounting and capacity fees for new developments; evaluation of sustainability and climate change; assessment of emergency contaminants and future regulations; identification of needed improvements and recommendations for a CIP Plan over 5, 10, and 20 year projections; summary and recommendation of alternative funding for CIP projects. The overall objective is to evaluate the existing drinking water system on a 20-year planning horizon, identify deficiencies and needed improvements, and recommend an adequate CIP plan for 5-, 10-, and 20-year projections. This includes reviewing water system configuration, operation, vulnerabilities, demands, supply, hydraulic modeling, capacity, redundancy, emergency supply resiliency, and financial analysis of the CIP plan. THERE ARE NO SUBMISSION REQUIREMENTS OR INSTRUCTIONS TO BIDDERS AT THIS TIME AS THIS IS ONLY A PRE-ANNOUNCEMENT. The method of Contractor Selection has not been Determined at this time.
