The work consists of furnishing all labor, equipment, materials, supervision, and other miscellaneous items for the construction of a track field building and crow's nest. The project includes 1600 cubic yards of general excavation, approximately 1 retaining wall, 1100 feet of storm drainage pipe, 10 drainage inlets, raising of one pre-built steel structure, and other additional and incidental work as specified in the plans and specifications. Bidders must submit sealed bids, properly marked, by the specified deadline. A list of first-tier subcontractors providing labor, or labor and materials, must be submitted as required. All bids must include the bidder's "Construction Contractors Board" or "State Landscape Contractors Board" license number on the outside of the sealed bid envelope. Bids must be accompanied by a certified check, cashier's check, irrevocable letter of credit, or bid bond of not less than ten percent (10%) of the total bid amount. Bidders must comply with applicable prevailing wage rates and other statutory requirements, and must be pre-qualified as required by law. Each bid must state whether the bidder is a resident bidder as defined in state statutes. Public Works Bond requirements and certification of all sub-contractors also apply. The owner may reject any bid not complying with bidding procedures, may waive irregularities, and may reject any or all bids upon a finding it is in the public interest to do so. Cancellation of the invitation to bid may occur as provided by regulation.
