Site work and new construction of a mixed-use development in Forest Grove, Oregon. Conceptual plans call for the construction of a 67,000-square-foot, four-story above grade, 60-unit multi-residential development; and for site work for a multi-residential development.

The Housing Authority of Washington County is seeking proposals from qualified architects to provide services for the design, permitting, construction documentation, and administration for the construction of a new permanent supportive housing project containing 45 to 60 units. The development will include program offices, interior and exterior common amenities, and back-of-house spaces to support future residents. The project will be located at 3127 Pacific Avenue and is expected to include up to 60 studio and/or one-bedroom units in a three-story, elevator building. The primary population to be served includes households with disabling conditions experiencing or at risk of prolonged homelessness. This project emphasizes trauma-informed design and requires collaboration among the development consultant, architectural team, and general contractor. Proposals should reflect experience in trauma-informed design and working with populations in need of permanent supportive housing. The scope includes the construction of communal indoor/outdoor spaces, offices for case management and property management, and all elements necessary to support the intended population, with the number of housing units subject to funding availability. The project is located on a 67,000 square foot site along Pacific Avenue, which is close to transportation and local amenities. The Housing Authority of Washington County ("HAWC"), issues this Request for Proposals ("RFP") and invites the submittal of written proposals ("Proposals") from qualified Architects interested in providing services for the design, permitting, construction documentation and administration for the construction of a new permanent supportive housing project containing 45 to 60 units. The HAWC intends the Forest Grove Permanent Supportive Housing development to provide up to 45 to 60 units of permanent supportive housing along with program offices, common interior and exterior amenities and back-of-house spaces to support future residents. The scope of this project includes the design and construction of a two-to-four-story building with an elevator. Question Deadline 03/20/2026 at 10:00 AM PT All questions pertaining to this bid shall be addressed only through electronically. Interpretations or clarifications considered necessary in response to such questions will be posted online. Questions received after deadline will not be answered unless the County determines, in its sole discretion, it is in the public's best interest to do so. The Housing Authority of Washington County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon a finding by HAWC it is in the public interest to do so. The Housing Authority Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of HAWC. Proposed Project Schedule February to May/June 2026: Assemble development team through an RFP process. June to August 2026: Project funding submittals and awards. June 2026 to September 2027: Project design and development. September 2027: Begin construction. December 2028: Complete construction. The funding schedule is contingent on Oregon Housing and Community Services and other funding award opportunities as identified by HAWC. The method of Contractor Selection has not been Determined at this time.
