Site work for a water / sewer project in New Richmond, Wisconsin. Completed plans call for site work for a water / sewer project.

The City of New Richmond Utilities is seeking qualified utility contractors to submit proposals for replacing drinking water service lines that contain lead. The contractor shall provide all necessary labor and equipment for the safe and efficient removal and replacement of water service lines containing lead. The bid must also include adequate traffic control and warning signage, which must be provided and set up by the contractor. The City of New Richmond reserves the right to modify and waive any and all informalities or technicalities, or to reject any and all bids and/or parts thereof, and to accept the bid it deems most favorable for the City. Questions for the city should be gathered into one email communication from the prospective bidder and submitted to the Water Superintendent: Dave Pufall (dpufall@newrichmondwi.gov). All inquiries must be received by Thursday, March 12, 2026. April 13, 2026 - Possible award by City Council The selected contractor will be responsible for the following: A. Remove and properly dispose of existing lead drinking water service lines. B. Install new water service lines from the water main to the curb stop. The service line installation will include any fittings or appurtenances required throughout, including the corporation, curb stop, rod and stop box. All fittings used will be compliant with the City's General Construction Standards or approved by appropriate city officials. C. Water Services. All water service lines shall be copper, Type K pipe, meeting the requirements of Section 2600. 1. Contractor shall attempt to minimize surface disturbance by pulling new line into place utilizing old service line. If unable to pull new line, Contractor may open trench from the main to the new connection point at the property line. 2. Water services will be paid for by the linear feet of installed service. Payment will be made for complete installation of corporation stop, curb stop and box, and service line. D. Ensure the installation meets all health and safety regulations, including but not limited to those set by the Environmental Protection Agency (EPA), Department of Environment Great Lakes and Energy (EGLE), as well as local water utility requirements. E. Water Utility Shutoffs: Planned service outings shall be limited to weekdays between the hours of 8:00am and 3:00pm. F. Notice to Water Utility. The Contractor shall give a minimum of 48-hour notice to the water utility for a request for a water shut-off. The notice shall include an estimate of the duration of the needed shut-off. G. Notice to Water Customers. The Contractor shall give a minimum of 24-hour notice to any and all water customers who will be affected by a water shut-off, letting them know the time and approximate duration of the shut-off. The contractor will contact the local water utility to determine which customers will be affected. H. Contractor to conduct lawn restoration, which will be equal to or better than that which existed prior to the commencement of construction. I. The Contractor will be responsible for concrete or asphalt restoration including saw cutting and removal of hard surface when necessary. J. Operation of Existing System. The water utility will operate all distribution system valves. K. Adjust Curb Boxes: All curb stop boxes shall be adjusted to final grade. Where existing or new curb stops fall within the limits of concrete sidewalks or driveways, a valve box top shall be provided for the full depth of the concrete. All costs associated with adjusting curb boxes shall be considered incidental to the cost of water laterals. L. Curb Stop with Box and Corporation Stop. No separate payment will be made for curb stop and corporation stops. All work and materials shall be incidental to the cost of the water service line. M. Insulation. If open trench is required, at all locations where storm sewer passes over water service laterals insulation shall be installed between the storm sewer pipe and the water service. Insulation shall be four feet wide, 2" thick minimum.
