Lehigh County Authority will receive sealed bids for the rehabilitation of sanitary sewer manholes in the City of Allentown. Sealed bids must be submitted electronically via the PennBid bidding service. All bidding documents are available at no cost on PennBid. Successful bidders may have certain fees assessed by PennBid. Bids may be withdrawn only in compliance with Commonwealth of Pennsylvania laws and regulations, as detailed in the Instructions to Bidders. All inquiries regarding the bidding documents must be made through the PennBid site. Attendance at a mandatory pre-bid conference is required; bids from parties not present at the conference will not be accepted. Questions from conference attendees can be submitted to the Engineer online via PennBid. Bidders must meet minimum experience requirements outlined in the technical specifications, particularly section 33 01 30.81 - Manhole Rehabilitation. Each bid must include bid security in the form of a bid bond or certified check equal to ten percent of the bid total. Bids will remain open for 60 days from the bid opening date unless delayed by required government approval, bond sales, or grant awards, in which case bids remain open for 120 days. The contract is subject to prevailing minimum wage requirements as determined by the Pennsylvania Department of Labor and Industry.
