Site work for a civil project in Lake Charles, Louisiana. Completed plans call for site work for a water / sewer project.
All bids shall be accompanied by a certifiedcheck, cashier's check,or bid bond payable tothe City of Lake Charles,the amount of which shallbe five percent (5%) ofthe base bid and all alternates. If a bid bond isused, it shall be writtenby a surety or insurancecompany currently onthe U.S. Department of the Treasury FinancialManagement Servicelist of approved bonding companies which ispublished annually inthe Federal Register, orby a Louisiana domiciledinsurance company withat least an A- Rating inthe latest printing of theA.M. Best's Key RatingGuide to write individualbonds up to ten percent(10%) of policyholders'surplus as shown in theA.M. Best's Key RatingGuide, or by an insurance company in goodstanding licensed to writebid bonds which is eitherdomiciled in Louisiana orowned by Louisiana residents. The bid bond shallbe issued by a companylicensed to do businessin Louisiana and who isunder contract with thesurety company or bondissuer as a licensedagent in this state andresiding in this state. Thecertified check, cashier'scheck or bid bond shallbe given as a guaranteethat the bidder shall execute the contract, shouldit be awarded to him, inconformity with the contract documents withinfifteen (15) days of theNotice of Award. No Bidder may withdrawhis bid within forty-five(45) days after the actual date of the openingthereof; except as prescribed within LA R.S.38:2215 A. Bids and BidBonds shall be submitted only on the formsprovided with the specifications. The successful biddershall be required tofurnish a Performanceand Payment Bond inan amount equal to100% of the Contractamount, shall be writtenby a surety or insurancecompany currently onthe U.S. Department ofthe Treasury FinancialManagement Service list(Circular 570) or any approved bonding companies which is publishedannually in the FederalRegister. The public shallincur no obligation to theContractor until the contract between the Cityand the Contactor is fullyexecuted. Contractors or contracting firms doing workwhich is classed as "Hazardous Materials" or anysub classification, shallbe properly licensedwhen the work to be performed is $1.00 or more.Contractors or contracting firms submitting bidsfor work besides Hazardous Materials, shall beproperly licensed for anywork in the amount of$50,000.00 or more. Allsuch bidders shall certify that they are licensedContractors under Chapter 24 of Title 37 of theLouisiana Revised Statutes. As a requirement underLA R.S. 37:2163, thisproject is classified bythe Engineer. The Contractor shall referenceSection 00200 Instructions to Bidders Part3.6.1 for the requiredlicensure classification. Bids will be evaluated bythe City of Lake Charlesbased on the lowest responsible bid submittedwhich is also in compliance with the specifications. The City of LakeCharles reserves theright to reject any and allbids in accordance withthe provisions of LA R.S.38.2211, et seq. Bids inthe amounts specifiedabove which have notbid in accordance withrequirements, shall berejected and shall not beread. Additional information relative to licensingmay be obtained fromLouisiana State Licensing Board for Contractors, Baton Rouge, Louisiana. All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed, faxed, or emailed to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than seven (7) working days prior to the date for opening of Bids may not be answered.
