The scope of work includes planning, survey, environmental, design, bidding, and construction-phase services for the development of an approximately two-mile, 8-10 foot wide, concrete shared use path for pedestrians, bicyclists, and other nonmotorized users. The selected firm will be expected to perform project management and coordination, data collection and survey (including topographic and boundary surveys, utility identification, and right-of-way evaluation), environmental documentation and permitting, engineering design (preliminary and final construction plans, technical specifications, cost estimates, drainage, and structural elements), bidding and procurement support, and construction phase services (administration, submittal review, site inspections, change order review, project closeout, and as-built plans). The design and services must comply with applicable federal, state, and local standards and funding requirements. Proposals are to be concise and organized with a cover letter, firm qualifications, project team details, project understanding and approach, relevant project experience, and DBE/HUB/SBE participation approach. Submissions should include a letter of interest, firm overview, relevant project experience with client references, list of key personnel with resumes, a technical approach, at least three references, a statement of DBE participation, conflict of interest disclosure, debarment/suspension status, and compliance certification. Proposals must be submitted in three hard copies. Only licensed firms in the State of Texas are eligible. Costs for proposal preparation are the responsibility of proposers, and the agency reserves the right to reject any or all proposals.
