$1.7B unrestricted two-phase Design-Build/Design-Bid-Build multiple-award task order contract for construction of the GBSD Utility Corridor. The scope includes utility corridor construction in support of the Ground Based Strategic Deterrent mission, with Phase Two seed project requirements defined in the specifications and drawings. Additional requirements not reflected in the SF 1442 description are contained in Section 00 00 00, Procurement and Contracting Requirements. Phase Two seed project specifications and drawings contain Controlled Unclassified Information (CUI), and instructions for requesting access are provided in Section 00 00 00. Vendors must be registered in the System for Award Management (SAM) and the Procurement Integrity Enterprise Environment (PIEE) to obtain approval to access all CUI documents and to submit proposals. Registration and access procedures are detailed in Solicitation Section 00 22 10. The solicitation also requires compliance with applicable NIST cybersecurity standards and Cybersecurity Maturity Model Certification (CMMC) requirements. The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days.
