The project includes furnishing all necessary labor, materials, equipment, and other incidental and appurtenant work for preventative treatments and targeted repairs to preserve alley pavement conditions within various neighborhoods. Work includes pavement preparation activities such as repairing failed asphalt pavement areas, asphalt skin patching within the alley perimeter, and installing cape seal or slurry to extend pavement life. Each bid must be accompanied by a bid security equal to ten percent of the total bid price. The successful bidder must furnish performance and payment bonds, each in an amount equal to one hundred percent of the total contract price, upon contract award. Bidders must be licensed in accordance with the Contractor’s License Law and hold a valid California Class-A General Engineering Contractor’s License at the time of submitting the bid. Bidders must perform at least fifty percent of the contract work with their own organization, except for designated specialty items. Any contract will be awarded to the lowest responsive, responsible bidder as determined by the City using the total bid price for comparison purposes. The City reserves the right to reject any or all bids or to waive any irregularities in the bidding process. The contractor must complete all work within one hundred working days of the City’s notice to proceed. There is a $4,200 assessment for each calendar day beyond the completion deadline.
