The work consists of providing snow removal equipment in accordance with Technical Specification S-800. The engineer’s estimate of probable cost is $875,000. After issuance of Notice to Proceed, the contractor may commence procurement of the specified vehicle. The Mason City Municipal Airport has established a delivery date not to exceed 500 Calendar Days from the time of Notice to Proceed. Vehicles shall be tested, delivered, and accepted within the stated timeframe. Associated training shall be complete at time of acceptance, or as coordinated with the airport. Bid security in the amount of five percent (5%) of the bid must accompany each bid in accordance with the instructions to bidders. All proposals submitted will be subject to evaluation, and bids may be held by the Airport Commission for a period not to exceed 45 days from the date of the bid opening for the purpose of conducting the bid evaluation. The contract will be awarded to the responsible bidder submitting the lowest responsive proposal that meets the requirements of the technical specifications and supplemental owner-specific additions and clarifications. The Airport Commission reserves the right to reject any and all bids and to waive any informality in the bids received. This project is subject to federal provisions, statutes, and regulations, such as Civil Rights – General 49 U.S.C. § 47123, Disadvantaged Business Enterprise – 49 CFR Part 26, Buy American Certification – 49 USC Part 50101, and additional federal requirements.
