Project includes all labor, materials, and equipment necessary to construct approximately 10,750 SY of pavement scarification, 22,406 SY of 2" thick HMA surfacing, 3,850 SY of 4" thick HMA patching, fixture adjustments, HMA level course, and miscellaneous associated work, including cleanup. The method of construction of all improvements shall be by contract in accordance with the plans and specifications and general stipulations for said improvements approved by the City Council. All proposals and bids shall be submitted on official bidding blanks furnished by the City, sealed and plainly identified. Each proposal must be accompanied by a bid security in a sealed envelope by either a certified or cashier's check, certified share draft, or a bid bond in the amount of 5% of the bid. The bid security will be forfeited as liquidated damages if the successful bidder fails to enter into the contract and post the required bond within 10 days after award. The City reserves the right to reject any or all bids, waive informalities or technicalities, and defer acceptance of proposals for up to thirty days. The successful bidder must furnish a performance bond equal to 100% of the contract price, guarantee payment for all materials and labor, and indemnify the City against claims and damages. Work must be completed by October 9, 2026. Payment will be made based on monthly estimates at ninety-seven percent of work completed, with final payment not sooner than thirty days following final acceptance of the work. Liquidated damages of $1,000 per calendar day will be assessed for work not completed on time. Bidders must comply with contractor registration and bonding requirements as per Iowa Code. Bidding documents are available at the engineer's office and can be mailed or emailed for a fee. Any bidder or supplier listed in the GSA publication "List of Parties Excluded from Federal Procurement and Non-procurement Programs" is prohibited from bidding.
