Renovation of a municipal facility in Grants Pass, Oregon. Completed plans call for the renovation of a municipal facility.
The City of Grants Pass is soliciting proposals from qualified, licensed elevator contractors to modernize one (1) existing two-stop hydraulic passenger elevator originally installed in 1975 by Otis Elevator Company at Grants Pass City Hall. Rated capacity: 2,500 lb Goal: Achieve full compliance with the 2024 Oregon Elevator Specialty Code, deliver a reliable, accessible, energy-efficient, safe, and modern passenger experience, and extend service life by 20-25 years. Project May Contain the Following Components but is not limited to: Hydraulic Cylinder/Jack Replacement; Control & Drive System; Door Equipment; Car Interior; Hoist way & Safety Devices; Electrical & Miscellaneous; Possible Alternates; and a 5yr Maintenance Contract. The City of Grants Pass may reject any bid not in compliance with all public bidding procedures and requirements, may waive any irregularities, and may reject for good cause any or all bids upon a finding of the City it is in the public interest to do so. The base bid includes all labor, materials, equipment, permits, inspections, testing, and startup to deliver a fully code-compliant modernized elevator. The base bid shall include replacement of the existing cylinder with a new conventional single-stage hydraulic cylinder, retention of the existing new power unit, and a complete new cab interior. Minimum base bid scope: 3.1 Hydraulic Cylinder / Jack Replacement (Base Bid) o Complete removal and legal disposal of the existing 1975 in-ground single-stage cylinder and plunger o Furnish and install new conventional single-stage hydraulic cylinder (doublebottom design with protective PVC casing) o Reuse existing jack hole where feasible; include any necessary redrilling, hole cleaning, casing installation, grouting, and pressure testing o New cylinder head, packing, seals, wipers, guide bearings, couplings, and supports o All required piping modifications and header adjustments o System oil flushing, pressure testing, and full recommissioning o Adjustments to integrate with the existing new power unit 3.2 Control & Drive System o New non-proprietary microprocessor-based controller suitable for hydraulic elevators (Motion Control Engineering, SMART, GAL, or approved equal) o Full integration with existing new power unit and new cylinder o New valve interface, soft-start features, pressure feedback, fault logging, serial communication, remote monitoring capability 3.3 Door Equipment o New heavy-duty linear door operator (e.g., GAL MOVFR-II or approved equal) o New car and hoistway door panels, tracks, hangers, gibs, interlocks o New 3-D infrared multi-beam door protection with nudging feature 3.4 Car Interior - Complete Modernization/Upgrade (Base Bid) Furnish and install a complete new cab interior, including: o New full-height stainless-steel or approved decorative laminate cab walls (vandal-resistant finish) o New suspended ceiling with integrated high-efficiency LED lighting o New durable, slip-resistant flooring (rubber, vinyl tile, or approved material suitable for public building use) o New ADA-compliant handrails (tubular or flat-bar design, continuous on three sides) o New full-height protective pads (pad hooks and pads provided) o New vandal-resistant stainless-steel car operating panel with Braille, raised tactile markings, audible and visual signals o New position indicator and directional arrows (in car) o New battery-powered emergency lighting (>= 0.02 fc for 4 hours) o New ceiling ventilation provisions (if not already adequate) o All necessary trim, sills, fasteners, and accessories o Removal and legal disposal of existing cab interior materials The new cab interior shall maintain the existing inside dimensions unless minor adjustments are approved in writing by the Owner. 3.5 Hoistway & Safety Devices o Guide rail realignment and adjustment to current code tolerances o New or upgraded governor, safeties, plunger gripper, buffers (as required) o New pit ladder, stop switch, lighting, and sump pump (if missing or inadequate) o Firefighters' Phase I & II emergency operation per current code 3.6 Electrical & Miscellaneous o New copper wiring and traveling cable (minimum 10% spare conductors) o Grounding per NFPA 70 o Removal and legal disposal of all obsolete components o Cutting, patching, fire-stopping, dust barriers, noise control, and building protection during work
