The City is soliciting responses from Right of Way Acquisition firms to provide professional acquisition services for the Morgans Branch Forcemain and LS Improvements project. The tasks required include use of location and survey maps provided by the City, meeting with property owners to discuss the project, negotiating and acquiring easements needed for construction, and conducting meetings with appropriate City personnel. The City reserves the right to contract with the selected firm for other projects where easement acquisition and/or right-of-way acquisition services are needed for up to three years. Areas of expertise should include easement acquisition for wastewater facilities, water facilities, and roadway facilities. The scope includes acquiring twenty-five easements for wastewater facilities. The selected Consultant is expected to uphold the City's best interest, inform the City's project manager of any concerns or problems in a timely manner, participate in Council or public meetings as directed, prepare clear and understandable exhibits, submit high-quality work meeting all City and State standards, and meet all milestone deadlines identified in the contract scope. Bidders are instructed to submit a Qualifications Package consisting of a cover Letter of Interest and specific information, organized as follows: identification of the legal entity entering the contract, organizational chart, information on sub-consultants, disclosure of conflicts of interest, record of similar contracts in the past five years, litigation history, description of the lead firm's ability to support the project, and information on the location of work performance. Instructions specify that all questions must be submitted in writing, that any revisions to the RFQ will be by addendum, and that submission of Qualifications Packages is the sole responsibility of the bidder. Only electronic copies of the Qualifications Package will be accepted, and the City reserves the right to reject any offer for failure to comply with requirements, to reject all offers, or to award a contract as deemed in its best interest.
