The selected contractor will provide comprehensive solid waste collection, disposal, and recycling services. This includes curbside collection of residential solid waste and recyclables once per week using 96-gallon carts, and an optional "At Your Door Special Collection" service for household hazardous and electronic waste. Optional services may include valet services, additional carts, bin and roll-off services, extra pick-ups, manure recycling, and bulky items pick-ups. District services to be provided at no cost include collection and disposal at all District facilities, provision of dumpsters for two annual clean-up events, senior citizen billing discounts (including valet collection), emergency debris collection (same day or no later than next day), customer service with a response within 24 hours, and provision of educational and outreach materials for residents. Proposals must include a signed cover letter, company background and qualifications, a detailed service plan, a list of equipment and facilities to be used, a customer service plan, a pricing structure with costs by container type and frequency, and evidence of ability to meet insurance and liability requirements. Insurance requirements include statutory workers' compensation, $2,000,000 employers' liability, $2,000,000 commercial general liability, and $2,000,000 business automobile liability. Proposals will be evaluated based on cost of service (35%), experience and qualifications (17.5%), quality of service plan (17.5%), customer service and complaint resolution (15%), environmental and recycling programs (10%), and innovative approaches and added value (5%). The initial contract term is five years, with the possibility of a five-year renewal. Annual rate adjustments may be considered.
