Site work and new construction of a civil project in Kaukauna, Wisconsin. Completed plans call for site work for a water / sewer project; water / sewer project; water / sewer project; and water / sewer project.

The work, in general, will include the following: proposed concrete sludge storage tanks (2), proposed digester tanks (2), proposed tertiary filter building and associated cloth filter system, proposed lift station including pumps and related appurtenances, proposed sludge pump building including pumps, appurtenances and related, replacement of existing sludge pump, replacement of existing incline screen and channel modifications, new blowers and related piping, modifications to existing digester tank decant systems, miscellaneous process improvements, yard piping and associated site improvements, and related HVAC, plumbing, and electrical. The proposals shall be submitted on the forms furnished with the specifications. Each proposal shall be accompanied by a bid bond of a bonding company duly authorized to do business in the State of Wisconsin in an amount equal to five percent (5%) of the proposal. This proposal guarantee shall be subject to forfeiture as provided by law. When submitting an electronic bid, Bidder is required to deliver the original bid bond within 72 hours of bid opening to Cedar Corporation. For this project, bids will be received and accepted via the online electronic bid service through QuestCDN vBid online bidding. Project bid documents must be downloaded from QuestCDN which will add your company to the Plan Holder List and allow access to vBid online bidding for the submittal of your bid. The QuestCDN website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The project is funded in part with WisDNR Clean Water Fund. Federal Davis-Bacon Act wage rates are applicable to this project per Federal Labor Provisions (4010). Attention of bidders is particularly called to the requirements as to condition of employment to be observed and minimum wage and fringe rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. MBEs, DBEs, and WBEs are encouraged to submit bid proposals. The solicitation of subcontractors must evidence a good faith effort to obtain bids from MBEs, DBEs and WBEs, such efforts to be documented. The Contract shall be subject to wage rates established by the Federal Davis-Bacon Act.
