Work under this contract includes extending an underground broadband conduit network from an existing network in the Northern State Recreation Area to the Upper Skagit Indian Reservation and installing a new underground conduit network with vaults. Additional tasks include demolishing and replacing existing pavements, underground boring near critical areas, installing rigid conduit under an existing bridge, installing panels and splice cases and splitter terminals, fiber-wiring conduits, fusion splicing, surface restorations, connecting and terminating these systems at existing home sites and light poles, temporary traffic control, protecting critical areas, erosion control, record drawings, and other work as specified. Restoration to pre-project conditions at all sites is a condition of the work to be performed. All work is to be completed in accordance with the Contract Plans, Contract Provisions, Special Provisions, and industry-wide construction standards for this type of work. The work is located within and in the immediate vicinity of the Upper Skagit Indian Tribe’s Helmick Road Reservation. Pre-Bid Meeting 03/19/2026 at 10:30 AM PT Bidders must submit proposals in PDF format by the deadline and include a bid bond in the amount of 5% of the bid. Free-of-charge access to project bid documents and plans is provided online. Interested parties must notify the Owner with an Intent to Apply by email and attend one of two mandatory pre-bid meetings, including a site walk-through. All technical questions must be submitted in writing by the stated deadline. Bidders must be licensed contractors registered in the State of Washington, registered on the federal System for Award Management website, and not on the Federal Debarment List. Only bids from those attending the pre-bid meeting will be considered. The Owner will reject any bid not accompanied by the required bid security or data.
