The work involves installation and upgrading of the biosolids dryer system for the City of Toppenish Wastewater Treatment facility. This includes constructing a building to house owner-supplied dryer equipment, installing electrical equipment control panels and heating systems, extending utilities from the existing dewatering building to support the dryer installation, and the receipt, offloading, and installation of the pre-purchased dryer. The contract must be completed within 100 working days, with the dryer process operational on or before September 30, 2026. Bids must be accompanied by a bond or certified check for at least 5% of the bid, payable to the Treasurer of the City of Toppenish, and submitted in writing using the specified form, sealed, and filed with the Clerk by the stated deadline. Minimum salaries and wages as set forth in the Contract Documents must be paid. All work must meet Washington State Public Works Board program requirements and prevailing wage rates. All bidders must be licensed to conduct business in Washington State and meet bidder responsibility criteria.
