The project consists of, but is not limited to, clearing and excavation of existing native soil, preparation of subgrade, installation of subbase and base aggregate courses, concrete pavement, and placing permanent pavement markings. The project will also include relocation of an existing taxiway sign. Bidders must receive digital copies of the Bidding and Construction Documents from J-U-B Engineers to be placed on the Planholder's List, and only those on this list will be eligible to receive addenda and have their bids considered responsive. Each bid must be accompanied by a certified check, cash, cashier's check, or bid bond in an amount not less than 5% of the total bid. Each bidder must supply all of the information required by the bid documents and specifications and furnish a Statement of Bidders Pre-Qualifications to the Owner with satisfactory evidence of their competency to perform the work contemplated. The project includes federal funds and is subject to the wage provisions of the Oregon Bureau of Labor and Industries, Federal Davis-Bacon, and related acts. All required federal clauses including labor provisions and wage rates are included in the specifications and bid documents. The City of Ontario encourages participation by all firms qualifying under this solicitation regardless of business size or ownership and reserves the right to reject any and all proposals, waive any informalities or irregularities, postpone the award of the contract for a period not to exceed one hundred twenty days, and accept the proposal that is in the best interest of the City of Ontario. The award of the bid is contingent upon the receipt of federal funding.
