This Project Specific Request for Qualifications (RFQ) is for Construction Management Services for the Michigan School for the Deaf - New Dormitory located at 1235 W. Court Street, Flint, MI 48503. Construction Management (CM) firms interested in providing preconstruction and construction management services are invited to submit their qualifications. Interested firms must submit one electronic copy of their Qualification Requirements response as specified. Responses will be evaluated by a Project Team and other Owner representatives to select firms to submit a technical proposal for Construction Management Services and participate in interviews if necessary. The technical proposal and interview, if conducted, will be evaluated to determine the best qualified construction management firm for the project. Submissions must be made electronically through the State of Michigan Procurement System (SIGMA VSS) as specified. No other forms of submission, such as facsimiles or e-mails, will be accepted. The response must be signed by an authorized official who can bind the firm to its provisions. It is the responsibility of the Construction Management firm to ensure timely and complete submission. This questionnaire will be used by the Department of Technology, Management and Budget and an Ad-hoc advisory committee for the purpose of making an initial evaluation of Construction Management firms interested in providing Construction Management services for a new residential dormitory building at the Michigan School for the Deaf in Flint, Michigan. A Phase 100/200 Report with estimated cost was developed in 2023-24 (see attachment 1). A Phasing Plan and Schedule was completed in 2024 (see attachment 2) outlining proposed sequencing. The target site is on land not owned by the State of Michigan (SOM), through a lease agreement to the SOM. It is anticipated that a ground lease and site access agreement will establish site control for the project team by Summer 2026.
