The scope of work for the Yamhill County 2025 Overlay Project requires the contractor to perform the construction and any related services as detailed in the Project's design, plans, and specifications, including all labor, materials, equipment, tools, permits, fees, licenses, supervision, transportation, and facilities necessary to fulfill the duties. The Contractor is responsible for obtaining necessary permits and licenses, maintaining a competent superintendent on site, and preparing and submitting required documentation. The Contractor must keep the work confined to the limits indicated and abide by all obligations stated in their solicitation response, with contract terms prevailing in case of discrepancies. The work must be completed by the specified deadline. All modifications, changes, and amendments must be documented and approved in accordance with contract requirements. The Contractor is responsible for compliance with all applicable federal, state, and local laws, rules, and regulations, including wage, labor, and safety laws, and for providing required bonds and insurance coverage. Instructions to bidders include submitting a sealed bid package with all required forms prior to the closing date. Forms required include the Price Submittal Form, First Tier Subcontractor Disclosure Form, Certifications & Acknowledgement Form, and Offeror Signature Form. The First Tier Subcontractor Disclosure Form must be submitted with the bid or within two working hours after closing, and non-compliance will result in bid rejection. The successful bidder must provide a performance bond and payment bond each in the full amount of the awarded contract within 14 days of notification. Work may not commence until a Notice to Proceed is issued. All bids must be signed in ink by an authorized representative. Bidders must be familiar with all bid instructions, specifications, plans, terms, and conditions. All applicable Oregon prevailing wage laws and public contracting requirements must be followed. Bidders are responsible for all costs associated with bid preparation and submission, and for compliance with any addenda issued prior to closing.
