The INN Between Sewer Lining and Accessibility Improvements Questions Due Date: Mar 30th 2026, 11:30 PM MDT Questions due to Jaimee Davis at jaimee@tibhospice.org . Project Overview (Plain Language) The INN Between is a local non-profit that is working to end the tragedy of vulnerable adults dying on the streets of our community by providing medical respite and end-of-life care to those experiencing homelessness. This project includes building improvements to improve accessibility at The INN Between. The goal of the project is to ensure the space is accessible, safe, and usable for all community members, including people with disabilities and mobility limitations. 3. Scope of Work A. Description of the Work Areas Involved o Approximately 758 linear feet of existing sewer line serving the facility. o Interior areas requiring access points to reach the sewer line. o Concrete slab areas and finished flooring (including carpet and tile) where excavation is required. o Bathroom slab area requiring toilet flange repair and associated concrete and tile removal. Improvements to Be Made o Cleaning and preparation of approximately 758 feet of sewer pipe. o Installation of a sewer line lining system compatible with facility chemical use. o Reinstatement of 31lateral connections. o Final camera inspection of the newly lined system. o Repair and replacement of one toilet flange, including removal and replacement of associated fittings. o Full restoration of all disturbed surfaces. Demolition, Removal, and Replacement The Contractor shall: o Ensure that all utility lines that are located within or beneath the concrete slab have been identified and will not be disturbed during demolition activities. o Saw cut and/or jackhammer concrete as required to create access points. o Remove tile as necessary. o Protect all surrounding bathroom and interior areas prior to demolition and excavation. o Excavate to expose sewer lines and toilet flange piping (approximately three feet below finished tile in the ADA bathroom repair area). o Remove debris and obstructions from sewer lines using high-speed chain cleaning, high-pressure jetting, or other necessary equipment. o Remove the existing 90-degree fitting at the toilet flange connection and install a heavy-duty underground transition coupling. o Install new PVC long sweep 90 and a new toilet flange, set 1/4" above the finished floor. o Install anchors around the flange for stability. o Backfill all excavations. o Replace and finish concrete to match existing conditions throughout the project. o Reinstall toilet using new wax rings and closet bolts. o Reinstall and glue carpet in affected areas. Existing Conditions o The facility is an occupied, locked-down medical respite and end-of-life care facility. o Work areas will include finished interior spaces. o Strict dust and noise control measures are required. o Any water shutoff must be coordinated in advance with The INN Between. B. Design and Plans o Engineered drawings will be provided that show the sewer lines. o The selected contractor shall provide manufacturer specifications for the proposed lining system. o The lining system and plumbing repairs must meet applicable code requirements. o Accessibility (ADA) requirements must not be negatively impacted by the work. C. Materials and Equipment The Contractor shall provide: o All labor, materials, equipment, tools, and supervision necessary to complete the project. o High-speed chain cleaning equipment, high-pressure jetting equipment, and camera inspection equipment. o The complete sewer lining system, including materials required for reinstating lateral connections. o All concrete materials for patching and surface restoration. o Adhesives and materials necessary to properly reinstall carpet. The INN Between will provide: o Applicable MSDS sheets for chemicals used within the facility so the Contractor can verify chemical compatibility of the liner system. The Contractor must confirm and document that the installed lining system is compatible with the facility's chemical exposure. D. Permits and Inspections The Contractor is responsible for: o Securing and paying for all required city permits. o Filing permit applications within two (2) business days of contract execution. o Providing all permit tracking information to The INN Between immediately upon filing. o Including all permit fees in the bid amount. o Contacting Blue Stake and coordinating utility line identification prior to excavation. o Coordinating and passing all required inspections. No work shall begin until permits are approved and utilities have been properly located. E. Site Conditions and Access o Standard work hours are Monday-Friday, 9:00 a.m.-5:00 p.m. o Work outside of these hours requires prior written approval from The INN Between. o The facility is occupied during construction. o All contractor personnel must be pre-approved and must sign in and out at the front desk daily. o Noise and dust control measures are mandatory at all times. o Water shutoffs must be coordinated in advance and approved by The INN Between. o The Contractor is responsible for maintaining a safe and secure work environment at all times. F. Subcontractors o Subcontractors are permitted but must be identified in the bid. o Contractor is responsible for all subcontractor coordination and performance. o Anticipated trades may include plumbing, concrete, and flooring. G. Schedule Expectations o Anticipated project start date: To be determined upon contract award and permit approval. The project needs to be completed no later than June 30, 2026. o The Contractor shall provide a proposed project schedule with the bid. o Work shall be completed as efficiently as possible to minimize disruption to facility operations.
