The City of Palo Alto is seeking a primary and secondary supplier of hot mix asphalt (HMA) and coldmix cutback material. The intent is to issue a blanket purchase order for these materials on an as-needed basis, with actual quantities based on the City’s operational needs, which may differ from estimated bid quantities. The blanket purchase order will be for an initial one-year period with firm pricing, and pricing for subsequent years will be adjusted according to a specified escalation ladder on the bid table. The City prefers suppliers who can produce HMA in a batch plant for flexibility in gradation. The contract term may be up to three years, and suppliers should be aware that the shelf life of hot asphalt limits transport distances. The City will select a primary supplier and a secondary supplier as a backup.
