Renovation of a power facility in Manokotak, Alaska. Completed plans call for the renovation of a power facility.
Due date is hereby changed to April 14, 2026, at 2 PM AKST. This contract is for the complete renovation of an existing power plant in Manokotak, Alaska. The work includes building renovation; installation of new owner-furnished generators, switchgear, and other equipment; replacement and renovation of various mechanical and electrical systems; repair and expansion of a heat recovery system; and other improvements in the community. The contractor is to provide all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies required to complete the project. Bidders are invited to submit a single bid for furnishing all labor, equipment, and materials and for performing all work for the project described. All bids, including any amendments or withdrawals, must be received prior to bid opening. Bids must be submitted on the forms furnished and marked accordingly. The Engineer's Estimate is between $2,500,000 and $3,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Provide all work on the Manokotak Power System Upgrade project except for work specifically indicated on the Drawings as Additive Alternates. Work shall include but not be limited to: A. Re-connect emergency generator (e-gen) with new feeder as indicated to provide temporary prime power to community during major construction. Schedule power outage in advance with the local utility. B. Provide temporary three phase station service power to existing power plant as indicated. C. Demolish existing power plant features and systems and clean building as indicated. Provide building materials and modify building structure and add supports and other features as indicated. D. Provide mechanical equipment, piping, electrical equipment, wiring, raceways, lighting, instrumentation, controls, and all other materials as required to provide a complete, fully functional power plant. E. Install and connect new Owner Furnished engine-generators and switchgear. F. Furnish and install new Starlink system to provide internet service at power plant. G. Provide materials and equipment to modify existing intermediate fuel storage tank including pump, piping, valves, and appurtenances. Note - see Additive Alternate #3 for tank and piping painting. H. Provide a complete heat recovery system including but not limited to: 1. Provide all heat recovery equipment, piping, wiring, controls etc. inside the power plant. 2. Repair piping leaks and modify existing heat recovery system serving adjacent buildings as indicated. 3. Procure local pipe bedding material and screen as required. Provide trenching, backfill, and compaction. 4. Provide heat recovery system to serve the clinic including arctic pipe, rigid insulation, warning tape, piping, valves, pumps, equipment, appurtenances, instrumentation, control panel, and associated electrical system. I. Pressure test, flush, and charge all piping systems. Test all electrical and controls systems. J. Provide notice of Substantial Completion in accordance with Section 01 77 00 - Contract Closeout Procedures. Prior to Substantial Completion inspection the Contractor shall ensure that the Work is complete including but not limited to: 1. All systems are complete and ready for functional testing. 2. All required mechanical and electrical testing such as pressure, phase rotation, continuity, megger, etc. have been completed to the satisfaction of the Authority and the test results have been submitted in writing to the Authority. 3. All station service circuits are powered and have been tested. All motors have been checked for rotation. 4. All hydronic piping systems have been flushed with potable water and charged with glycol. 5. All instrumentation has been calibrated. 6. The intermediate fuel storage tank has adequate fuel. The day tank and used oil blender have been filled and tested. 7. The Fabricator of the Owner Furnished engine-generators has performed the required initial startup, test run, and inspection of the engine-generator installation. 8. The Pre-Commissioning Substantial Completion Inspection Checklist has been filled out and submitted in writing to the Authority. K. Upon substantial completion acceptance, the Authority will functionally test and commission the system. The Contractor shall support the Authority during testing. Support shall include but not limited to: 1. Provide a minimum 300kW portable load bank with all required cables and connectors connected to the switchgear feeder breaker and a 120VAC control power source. 2. Provide technicians on site who are familiar with the mechanical and electrical systems to assist with testing and to make corrections to any deficiencies found in the Work. ADDITIVE ALTERNATE #1 (FIRE ALARM) DESCRIPTION OF WORK A. Provide fire alarm equipment and all other materials as required to provide a complete, fully functional fire alarm system in the power plant . ADDITIVE ALTERNATE #2 (FIRE SUPPRESSION) DESCRIPTION OF WORK A. Provide fire suppression equipment and all other materials as required to provide a complete, fully functional fire suppression system in the power plant.
