Bids are invited for the following work: demolition of existing structures and construction of new concrete box culverts with concrete parallel headwalls and railing; reconstruction of city streets including pulvermixing, select fill, subgrade stabilization, and new hot-mixed asphalt pavement; and shaping and grading of ditches for storm water conveyance including reseeding. Each request for clarification shall be made in writing to the Grant Recipient or engineer A bid bond in the amount of 5% of the bid from an acceptable surety must be submitted with each bid. Certified checks or bank drafts payable to the City of Newton or negotiable U.S. Government Bonds at par value may be submitted in lieu of the bid bond. Cash currency is not acceptable as bid surety. The prevailing federally determined wage rate must be paid on this project. The successful bidder must ensure no discrimination in employment based on race, color, religion, sex, age, or national origin. Bidders must comply with Section 3 requirements of the Housing and Urban Development Act of 1968, directing employment and subcontracting opportunities to Section 3 residents and business concerns. The City of Newton reserves the right to reject any or all bids or to waive any informalities. Bids may be held for up to 60 days for review and investigation of qualifications prior to award. Contractors or subcontractors debarred or otherwise excluded from participation in federal assistance programs may not participate in this project.
