A mandatory pre-bid conference and site visit is required for general contractors and will begin at the Springfield Water & Sewer Commission's West Parish Filtration Plant, 1515 Granville Road, Westfield, MA, before proceeding to the Cobble Power Plant site. Hard copy bids are required for this project.
