Bid proposals are invited for the 2026 Pavement Markings Program. Bidders must ensure timely delivery of their bid to the Office of the Elkhart County Commissioners. Plans, specifications, and bidding documents are available from the Elkhart County Highway Department and can be inspected at their office. Proposals must be executed on forms furnished by the County, include the Contractor's Financial Statement from Form 96 for proposals of $5,000 or more, and provide an itemized proposal of labor and materials. The proposal must use standard bid sheets with an authorized signature and must be the first page of the submittal. Each proposal must include a non-collusion affidavit. Bids must be in a sealed envelope with the project title and bidder's name and address. Only pre-qualified bidders by the Indiana Department of Transportation are accepted; proof must be submitted with the bid. A current Contractor's Financial Statement and pre-qualification certificate may be filed annually. Work may begin on April 27, 2026, and must be completed by October 30, 2026, with liquidated damages of $1,000 per day per item for delays. Each bid requires a 10% bid bond. No bids may be withdrawn for thirty days after opening without the consent of the Board. All work is subject to the referenced plans, specifications, and penalty clauses.
