Site work and new construction of a municipal facility in Santa Fe, New Mexico. Completed plans call for the construction of a 48,000-square-foot municipal facility.
The New Mexico Administrative Office of the Courts is seeking a general contractor to build a new Santa Fe County Magistrate Court in Valdez Park, Santa Fe, NM. Instructions specify that bids must be received by the AOC by the stated deadline. Interested parties must contact the designated representative or check the specified website to receive the invitation to bid packet. ITB packets will not be faxed. Relevant procurement and criminal statutes apply regarding bid conduct, with civil and criminal penalties for violations. THIS PROJECT CONSISTS OF A NEW THREE LEVEL, 41,000 GSF MAGISTRATE COURTHOUSE AND ASSOCIATED SITE WORK. Question Deadline 04/23/2026 at 5:00 PM MT Submit all questions in writing to Jose Gallegos (aocjdg@nmcourts.gov) Santa Fe County Magistrate Court (Valdez Park) is an approximately 48,000 square foot, new 3 story facility, to be located in Valdez Park, Santa Fe NM. It is the intent of the AOC to create a magistrate courthouse which will serve as a model for future courthouses. The site is approximately 6.6 acres. An established drainage easement is on the north side of the site which includes an existing drainage pond and drainage flow control structure. The site slopes approximately 13 feet from the SE comer to the NW comer. Site improvements will include new public parking for approximately 100 vehicles, secure parking with secure entry/exit gate for approximately 30 vehicles, and jury parking for 14 vehicles. Secure access is to be provided for the transport of detainees which includes site walls, paving, and sally port and secure automatic gate entry. Parking is planned to be asphalt paving with concrete sidewalks and courtyard areas. Additional site features will include site retaining walls, security walls around the secure parking and site fencing Landscaping will be included in the General Contractors Scope of Work. The new courthouse facility will include: user space for the Court Clerk; secure temporary detainee holding and sally port; public entry; 1 hearing room; 6 courtrooms, 6 judge's chambers and support space for storage; work areas; breakrooms; and mechanical, electrical and IT rooms. One courtroom is designed as shell space only. The current design organizes the first level to include the public entry, court clerk and detaining holding area and sally port. The public entry is a single point entry to include a security station with x-ray and bag scan along with public toilets, public elevator and public waiting area. The hearing room is to be located on the first level. The staff entry is located adjacent to the secure staff parking and is separate from all public activities. The second level includes a public waiting area, 3 courtrooms and 3 judges' chambers. There is one secure holding area located between two of the courtrooms. The third level is identical to the second level other than 1 courtroom is designed for 100 public seats, while the other 5 are designed for 50 public seats. The building structure is currently spread footings with a combination of masonry shear walls and steel structure. The exterior finishes are a combination of masonry veneer over block or stud and insulated stucco system over metal stud. The roof is planned to be TPO. The 2018 International Energy Code is being used for the determination of roof and wall insulation R-value requirements. Interior finishes are planned to include carpet, tile, acoustical ceiling, and acoustical wall panels and painted gypsum board. Bullet resistant panels will be used at the clerk station and behind the judge bench in each courtroom. A total of 3 elevators are to be installed: one for staff, one for the public, and one for detainee transport. The construction contract is to include judge benches, fixed casework, and public seating pews in the courtrooms and waiting areas, and jury box chairs. Office furniture will be provided by the owner. There will be extensive security, video and audio systems throughout the new facility along with access control systems. The Owner will be selecting a security/video/audio and access control vendor for the installation of devices. The ITB will be responsible for the installation of the conduit and wiring of the systems. The ITB will be responsible for coordination between themselves and the owner's vendors. Access Control and Security Cameras will be a part of the General Contractors Scope of Work. All General Contractors bidding the project must use APIC Solutions as their sub-contractor to run all cabling as needed. AOC will control the purchase and installation of the access controls and security cameras. Movable furniture, other than public pew seating and jury box chairs will be the responsibility of the Owner.
