Demolition, site work and renovation of a water / sewer project in Richmond, Virginia. Completed plans call for site work for a water / sewer project.

The City of Richmond, Virginia, on behalf of the Department of Public Utilities, seeks bids from qualified firms to provide general contracting services for the Water Treatment Plant Filter upgrade project. The work will entail replacement of filter valves, structural repairs, demolition, electrical improvements, and other related work related to the upgrades of the water treatment plant filters. Specific details regarding the nature and prosecution of the work are provided in the Statement of Work. Sealed bids are required for this project. Question Deadline 05/01/2026 at 5:00 PM ET If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through online portal To be considered, a bid must be submitted through the City's e-Procurement Portal Summary of Work. The Work to be done under this Contract includes installing all appurtenant and incidental materials and equipment, complete and in-place, fully operational, and in accordance with the Contract Documents. A. The Work generally includes the following: 1. Replacement of the Plant 1 and Plant 2 filter valves, actuators, and filter to waste piping with new filter valves and new electric motor operated actuators as required by the Drawings. 2. Replacement of Plant 1 filter washwater troughs (total of 10 filters with 14 troughs/filter), Plant 1 filter underdrains (total of 10 filters), individual filter effluent flow meters (as required by the Drawings), filter turbidimeter small diameter piping (total of 22 filters), filter level elements (total of 22), filter differential pressure transmitters (total of 22). 3. Replacement of filter media within Plant 1 and Plant 2 filters (total of 22 filters) with new anthracite, sand, and gravel.4. Blasting and painting existing filter pipe gallery piping, and replacement of all filter piping pipe supports as shown in the Drawings. 5. Replacement of all filter control and power wiring within new raceways, conduit, and junction boxes, serving all filter valve actuators and filter instrumentation. 6. The replacement and relocation of electrical equipment within the Plant 1 filtered water pump room (basement) to a new electrical room on the first floor, including, but not limited to the replacement of two existing soft starters for two filtered water pumps (N-1 & N-2) with two new VFDs; all panelboards associated with the UPS and Plant 1 filter valves; and new Plant 1 UPS. 7. Replacement of both Plant 1 and Plant 2 main UPS units and redistribution of loads as required. 8. Architectural and HVAC improvements incidental to the new electrical room in Plant 1. HVAC improvements include the provision of mechanical cooling and ventilation of the new electrical room in Plant 1. 9. The replacement and reconfiguration of the Plant 1 polymer feed system, and replacement/relocation of the Plant 1 aluminum sulfate piping manifold to accommodate the new Plant 1 electrical room. 10. Replacement of the Plant 2 filter concrete deck topping and replacement of the Plant 2 pipe gallery catwalk with a new aluminum catwalk. 11. Miscellaneous structural repairs to existing filters and Plant 1 Filter Building roof as detailed within the Contract Documents. The Work shall also include: 1. Furnishing of all labor, material, superintendence, plant, power, light, heat, fuel, water, tools, appliances, equipment, supplies, services and other means of construction necessary or proper for the performance and completion of the Work. 2. Sole responsibility for adequacy of plant and equipment. 3. Maintaining the Work area and site in a clean and acceptable manner. 4. Maintaining existing facilities in service at all times except where specifically provided for otherwise herein. 5. Protection of finished and unfinished Work. 6. Repair and restoration of Work damaged during construction. 7. Furnishing as necessary proper equipment and machinery, of a sufficient capacity, to facilitate the Work and to handle all emergencies normally encountered in Work of this character. 8. Furnishing, installing, and protecting all necessary guides, track rails, bearing plates, anchor and attachment bolts, and all other appurtenances needed for the installation of the devices included in the equipment specified. Make anchor bolts of appropriate size, strength and material for the purpose intended. Furnish substantial templates and shop drawings for installation.
