Renovation of a military facility in Brunswick, Georgia. Completed plans call for the renovation of a military facility.

Contractor shall replace the flooring at U.S. Coast Guard Station Brunswick in accordance with the Statement of Work. Work shall include all labor, materials, equipment, and supervision necessary to remove existing flooring, prepare surfaces, and install new flooring as specified. Contractors are responsible for verifying existing site conditions prior to submitting quotes and ensuring all work is completed in compliance with applicable construction standards and Department of Labor wage rates. Location: U.S. Coast Guard Station Brunswick 2 Conservation Way, Brunswick, GA 31520 This acquisition is 100% set aside for 8(a) and is restricted to SBA-certified 8(a) participants.. The NAICS code is 238330 with a size standard of $19.0M. Federal Question Deadline 04/10/2026 at 5:00 PM ET All questions regarding this solicitation must be submitted in writing to adam.s.hitchcox@uscg.mil 1. The Contractor shall provide all labor, materials and equipment necessary to fulfill the requirements of this contract. 2. This project includes the removal & disposal of the existing finished flooring (carpet, linoleum tile, laminate flooring, etc.), and the installation of new luxury vinyl plank (LVP) flooring in all spaces listed for each option. 3. The Contractor shall provide the Onsite Representative with a selection of samples of new LVP flooring with a variety of colors and patterns for the USCG to choose from. Selection samples shall include manufacturer's cut sheets, literature, and product specifications. 4. Flooring used in this project shall be from a nationally recognized US manufacturer's running line of offerings and shall be low-VOC, commercial grade, waterproof, dimensionally stable, with a wear layer of at least 30 mil and a commercial warranty of at least twenty years. The flooring manufacturer must have at least 10 years of experience in the production of the specified type of flooring material, be financially sound, have technical support for their products and the installation of them, and be capable of producing and delivering the product on time and without defects of any kind. 5. Install new LVP flooring in the areas listed in enclosure (1). The flooring installation method must be suitable for commercial-grade applications, i.e., flooring must be glued down for commercial-grade installations vs. floating installation for lightcommercial or residential installations. Isolate the area of installation from the rest of the building and take care to contain all dust and fumes. Perform all work by manufacturer's approved installers, in accordance with the manufacturer's printed instructions. Depending on the timing of contract award and execution, several spaces in the work area for this project may be undergoing renovations by other contractors, and these renovations will include the installation of floor tile in areas immediately adjacent to the areas that will be receiving new LVP flooring. Close coordination with the onsite Coast Guard representatives and other contractors will be required to ensure that both projects can proceed without undue interruption, and that the transition between the tile floor and LVP floor is completed in a professional manner. 6. Remove and replace all cove base and baseboards in all areas included in this project. The Contractor shall provide a selection of materials and colors for the Coast Guard to choose from; 4-inch cove base is preferable, but 6-inch cove base may be acceptable in certain cases, to be pre-approved on a case-by-case basis by the onsite representative. Approval of the use of a 6-inch cove base does not constitute approval of an increase in the cost of the contract. Any changes that will result in a price increase must be approved by the Contracting Officer. The joint between the new finished floor and new or existing baseboards or cove base shall be joint-tight with no gaps. Cove base installed in or around corners will be neat and firmly attached to the wall with no bulges or gaps. Full length pieces of cove base will be used wherever possible; cove base will not be pieced together, and small scrap pieces of cove base are not to be used. 7. Quality Assurance: The Contractor shall assure the product is appropriate for the application and environment in which it is to be installed, and that the product is merchantable for service, free of any visible and latent defects, and will perform for the purpose for which it is intended without compromise. New flooring will be brought on site and allowed to acclimate in accordance with manufacturer's recommendations prior to installation. The installation of flooring and cove base will be neat and professional, with no visible gaps or cuts. If gaps are present, the defective flooring must be removed and replaced vs. filling the gaps with caulk. 8. Attic Stock: The Contractor shall provide a minimum of 10% total quantity of new flooring to the local maintenance staff for future replacement or patching. Attic stock shall be from the same lot and in unopened original packaging with exact matching type, size, pattern, and color. 9. Maintenance: The Contractor shall provide manufacturer's maintenance materials, information, and guidelines for product after installation. 10.This project also includes all sub-floor preparation to ensure a professional and durable installation of the new flooring. The Contractor assumes all responsibility for the preparation of flooring, including any inspections, skim coat layers, bead blasts, scarification, etc. of the exposed subfloor, and any other preparation that is required. The Contractor shall be responsible for ensuring appropriate subfloor preparation and condition of the subfloor prior to installation of new flooring products. Do not install new flooring on surfaces that are unsuitable and will prevent proper installation. All substrate to receive new flooring shall be clean and dry and free of any compromising conditions that would prevent or hinder the installation of the flooring. Prepare subfloors in accordance with flooring manufacturers and adhesive manufacturers recommended instructions to ensure the proper installation of the new finished flooring. Repair holes, cracks, depressions, or rough areas using material recommended by the flooring or adhesive manufacturer. Free floor of any foreign materials and clean. Submit one copy of the manufacturer's printed Installation instructions for the flooring, including surface preparation, and recommended adhesives to the Onsite Representative. 11.Incidental work items not specifically listed in this scope, but necessary to complete the project shall be included. Examples include, but are not limited to patching holes and leveling sub-floors; removal, replacement, and installation of cove base, moldings, or trim; installing thresholds and transition strips at doorways or areas where two different finished floors meet; etc.
