Sealed bids are invited for improvements at Houlihan Sid Fay Fields, specifically the Parking Lot Extension and New Field House at 425 East Broad Street, Westfield, New Jersey. Drawings, specifications, forms of bids, contract, and bond for the proposed work are available for examination and purchase from the Engineer. Bids must be submitted on standard proposal forms, sealed, and include a non-collusion affidavit, a certified check or bid bond for not less than ten percent of the bid amount (minimum $500, maximum $20,000), and a consent of surety for 100% of the bid amount. Bidders must comply with New Jersey laws regarding affirmative action, business registration, equal opportunity, public contracts, and prevailing wage rates. All levels of subcontractors and suppliers must provide proof of business registration. Bids are irrevocable for 60 days, and the Town reserves the right to reject any or all bids or waive informalities in the bidding. Small, minority, and womens business enterprises are encouraged to participate. Instructions include ensuring bids are delivered by the bid opening date, signatures are in ink and longhand, and compliance with all relevant state requirements and documentation for submission. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project. When the project is complete (filing of Certificate of Completion), and the work is accepted, the Contractor must furnish a maintenance bond either as 10% cash, or as a 25% bond in acceptable form from acceptable surety based on the final contract amount to cover the two-year maintenance period. The scope of work under Base Bid will consist of the construction of a parking lot and prefabricated field house. The parking lot will consist of asphalt pavement, wooden guild rail, signage, striping and asphalt markings, lighting, relocation of shipping containers, landscaping, grading and drainage. The prefabricated building installation will consist of concrete foundation, utility, concrete pavement, building will include mans and womens restrooms, a meeting room, storage room, covered patio, and all else for a functioning field house building.
