Site work for a water / sewer project in Huntington, Indiana. Completed plans call for site work for a water / sewer project.

The City of Huntington, through its Board of Public Works and Safety, is issuing a Request for Proposals from qualified entities for the construction of the Water Works Improvement Project. Letters of Interest by interested offerors are to be submitted in a solid envelope marked with "WATER WORKS IMPROVEMENT PROJECT BOT - DO NOT OPEN." The envelope must also display the offeror's name, mailing address, telephone number, and email address. Digital copies of the RFP can be requested in writing from the Project Engineer at Lochmueller Group, with contact information provided. Hard copies will be available for inspection at the City Engineering Office. Any addenda throughout the RFP process will be provided via email. Prospective offerors are invited to a voluntary project information meeting to better understand the project scope, evaluate the project site, and ask questions before submission. The City reserves the right to reject any or all submissions, waive irregularities, and accept or reject any letter to its benefit. All submissions must comply with the requirements of the RFP, and submissions will not be made public during the selection process. Offerors may submit questions, in writing, to the project team until April 20, 2026 at 5:00 PM EST at agoodnight@lochgroup.com. Questions that are submitted after that time may go unanswered. The City reserves all rights to reject any or all LOIs for any reason. The initial Project includes the construction of a new 6.25 MGD (5.00 MGD Firm Capacity) Iron Removal South Water Treatment Plant. The project will generally consist of the following: 1) New water treatment plant, including an addition a. Addition: i. Distribution and collection crew offices ii. Break room iii. Locker rooms iv. Meter testing rooms 2) New well(s) and main(s) 3) Sanitary forcemain 4) Backwash residual process infrastructure 5) Finished water storage tank 6) Electrical and SCADA, including a new generator 7) Site improvements including watermain relocation, lift station construction, and demolition of existing buildings. Plant location-2290 Engle St Huntington, IN 46750 Wells location- 1589 N. 200 W. Huntington, IN 46750 Demolition o Existing Water Treatment Plant o Raw Water Pump Station o Fountain o Storage Buildings o Lagoons o Septic Tank Site Work o 1,000 LFT of 16-inch and 18-inch diameter ductile iron watermain o One (1) new 70 GPM sanitary sewer lift station o 1,300 LFT of 3-inch diameter force main. o 200 LFT Force Main, 12-inch diameter, Ductile Iron o 200 LFT Force Main, 6-inch, Ductile Iron o 2,000 LFT Force Main, 3-inch, Ductile Iron o 500 LFT Gravity Sewer, 6-inch, PVC o 200 LFT Backwash Line, 20-inch, PVC Treatment Process o 5.0 MGD Firm capacity water treatment process o Four (4) package treatment units (3,475 GPM Total) that include coagulation, aeration, detention, and filtration. o 125 GPH Hypochlorite on-site generator (0.8% NaOCl) with chemical feed pump skid o Three (3) 1,600 GPM High Service Pumps o Two (2) Backwash Pumps o Two (2) Low Service Pumps o 470,000 gallon below grade concrete clear well o New post frame 23,000 ft2 South Water Treatment Plant Building that will include o Water plant o Electrical Room o One (1) testing lab o Four (4) offices o Plant operation room o Workshop o One (1) break room o One (1) meter testing facility o Men's and Women's Locker Room with restrooms Backwash Process For the currently proposed configuration, the backwash pump would discharge into the settling tank, where residuals are separated and pumped into the polymer system before being deposited into a dewatering dumpster. Clean water would be recirculated back into the plant via a second pump station, while excess water from the geobag dumpster would flow by gravity into the holding tank which would be pumped out by a small sanitary lift station. o Two (2) 1,600 GPM Backwash Pumps o Air Compressor for air assisted backwash o Residuals dewatering building (approximately 30 ft by 40 ft) o One (1) residual pump station with controls and wet wells o One (1) reclaimed water pump station with controls and wet wells o 60' Diameter Settling tank o Instrumentation and Controls o Generator o One (1), 30 gpm sanitary lift station and controls o One (1) polymer injection system o Two (2) dewatering dumpster and geobag o One (1) static mixer SCADA/Electrical o 1,200A 277/480V, 3PH, 4W main type switchboard o 1,200A 277/480V, 3PH, 4W main type MCC o Generator Docking Station o 800 kW, 277/480V, 3PH, 4W natural gas generator o Automatic Transfer Switch o 200A, 208V panelboard o 75kVA dry-type distribution transformer o Variable Frequency Drives o Local NEMA 4X disconnect switches located adjacent to the pumps and other equipment o Control panel with a PLC o SCADA Integration Well Site o Two (2) new raw water production wells with a 16" casing and an estimated production capacity of 1,500 gpm to be completed by others o Two (2) new 288 ft2 (12 ft by 24 ft) concrete masonry well house buildings with the following components: o Exhaust fan o Unit heater o Roof access hatch over well pump 10-ft wide gravel access drives o Connection of new wells to the existing 16-inch diameter raw water transmission main o 150 kW, 277/480V, 3PH, 4W natural gas generator o Automatic Transfer Switch o (2) 100A, 480V panelboards o (2) 100A, 240V panelboards o (2) 25kVA dry-type distribution transformers
