The scope of the project is to rehabilitate the existing asphalt surface of the Main Apron at the Southern West Virginia Regional Airport located outside Varney, West Virginia. The rehabilitation for the Base Bid shall consist of removing the existing pavement markings, as necessary, cleaning the surface of deleterious material, repairing existing cracks and joints by placing a hot poured crack and joint sealing filter, and then applying new pavement markings. The project will also include the installation of subsurface underdrains, mobilization and any other appurtenances required for a complete project detailed by the plans and specifications prepared by Chapman Technical Group. Construction Time Limits: The Contractor will be required to achieve Substantial Completion within 30 calendar days and final completion and readiness for final payment within 60 calendar days of the effective date of the Notice to Proceed. Liquidated damages will be $400.00 per day for each day after the expiration of the construction time. Each prospective bidder is required to purchase a minimum of one copy of the bidding documents and be included on the official bid register. Bids received from bidders not included on the official bid register will be declared non-responsive. A two-envelope system will be used: each bid must be submitted in a sealed main envelope containing the Bid Bond, WV Contractor's License, Contractor's Statement of Qualifications, and all other necessary documents as required on the bid opening checklist, and a separate sealed envelope inside the main envelope marked "Bid Proposal" containing the completed and signed bid. Bids shall be accompanied by a certified check or bid bond payable to the Mingo County Airport Authority in an amount not less than five percent (5%) of the total amount of the Base Bid and Additive Alternates. Bidders must comply with federal regulations, including the Buy American certification, Davis-Bacon Act, and other provisions as outlined in the bidding documents. The authority has established a Disadvantaged Business Enterprise (DBE) goal of zero percent for this contract. The owner reserves the right to reject any and all bids.
