The project involves removing accumulated sediment within the channel bed of Novato Creek, Warner Creek, and Arroyo Avichi to maintain creek capacity and reduce flooding risks in adjacent neighborhoods. Work generally includes dewatering and removing approximately 21,000 cubic yards of sediment from specified linear feet of the creek and its tributaries. Sediment removal will use equipment such as draglines, excavators, dozers, and dump trucks. Final grading is required for a smooth channel bed with a low flow channel. Construction and sediment removal must be performed during the low flow period of July 1 – October 15th, with certain portions restricted to after September 1st. Excavated material may be temporarily stockpiled at approved locations for future reuse and must be managed to prevent discharge into surrounding wetlands. Bids must include a bid security of at least ten percent of the base bid, and bidders must possess a valid Class A Contractor’s License. The contract is subject to prevailing wage rates and compliance monitoring by the California Department of Industrial Relations. Only registered and qualified contractors may bid or perform work. The District may reject any or all bids and will award the contract to the lowest responsible bidder. Bids must remain valid for sixty days after opening.
